Sorry to hear it. There's been a lot of updates for the game since you deleted it. If you're having trouble installing the disc more than likely due to the updates try taking the console offline via the settings if you're wireless. If you're connected with an ethernet cable simply unplug it.

If this does not work then the game may not want to install in that spot. If you have a different storage place ie. external drive then try installing the game there.

Thanks for posting here on the Xbox forums. Rockstar asking you to get Microsoft to restore the license to your disc game is an odd request. When it comes to disc games, the license is on the physical disc itself.
