This edition of the Guide seeks to inform readers as to what various jurisdictions are doing to both respond to significant market changes, while at the same time, foster, encourage and manage the development of alternative energy resources.

While change in the energy sector has always occurred, it has been at a much different pace in recent years. Whereas, the primary driver in the evolution of this sector was once the unbundling of the utility industry, that has clearly changed. Though the unbundling of utilities continues, the legal and regulatory framework in many jurisdictions is also evolving to encourage, if not mandate, not only new non-carbon sources of electric energy, but new entrants into the energy generation market.

Every indication is that this will continue, and most likely accelerate, in many jurisdictions. Today, much of the change in the legal and regulatory frameworks that pertain to the alternative energy sector are impacted, if not driven by, unparalleled technological change.

While wind and solar generation have been around for many years, the scope and deployment of these energy resources is approaching levels that require changes to the existing legal framework in place in many jurisdictions. Many building code offices also require their zoning board to grant you a conditional-use permit or a variance from the existing code before they will issue you a building permit. Check with your building code office before you buy a renewable energy system to learn about their specific inspection requirements.

You are most likely to gain the inspector's approval if you or your installer follow the National Electrical Code NEC ; install pre-engineered, packaged systems; properly brief the inspector on your installation; and include a complete set of plans as well as the diagrams that come with the system.

This equipment may include power conditioning equipment, safety equipment, and meters and instrumentation. Other people, especially those in remote areas, use the electricity from their systems in place of electricity supplied to them by power providers i.
